I bought a log home kit from Southland log homes and I am still working on the basement and house subfloor. I put the logs on the ground on 4×4’s and covered them with 6mil black plastic. The logs are mildewing and wood sap is coming out of them. How should I resolve this?

Take the plastic off and just cover them on top. Make sure that air can flow through them until good and dry. 15-18% would be best. You can get a moisture meter from Home Depot or the like for about $25. Do not stain them until they have dried completely or you will have the sap coming out of them for years. It is called resin bleed and cannot be stopped.
