I am in the process of buying a log home, I have seen many and many with logs that are stick out further than the others on the exterior wall surfaces (not talking about the ends of the logs), in other words the exterior wall surfaces are not flat, is this normal or is it poor craftsmanship?

It sounds like a New England Log Home. That was the nature of their buildings. Most log homes are not like this. BEWARE of rot. There are so many ledges to catch water that it doesn’t run off the logs properly and starts rot easily. Walk around the house and tap on it with a hammer and you will hear the bad logs. They have a soft or hollow sound compared to the good ones. Call Mike at 866-670-3020 for more help.
