Removing Chipped Oil-Based Redwood Deck Paint Without Staining

i have a red wood patio. It has oil based red wood deck paint on it wich is severly chipped. I want to get rid of the paint and use stain instead, but i cant get the paint off. Is there any way of getting rid of the paint without staining it?
