Can I chink over oakum/hemp oiled rope or will it need to be removed?

I would recommend removing the oakum and installing Grip Strip backer foam before chinking. You can go to Timeless Woodcare Products to purchase all the supplies you need and they can help with getting the correct size foam you need.
