Call an insulation company in your area and get a bid to have the floor insulated, provided there is at least a crawl space. If not you need to inspect the exterior chinking or caulk. If there is none, have it done.

Shouldn’t be a problem adding on. Be sure to look at the chinking real well. more than likely it has mortar chink and should be replaced with latex variety like Perma Chink.
