It should be stripped and allowed to dry for a year in dry conditions.

You could put a vapor barrier up and apply siding. Just make sure that any rot that is in the wall is replaced or repaired first.
Go around house and tap on it with a hammer to find rotten logs. They will sound hollow or soft when you hit them. The checks (cracks) in the logs are normal and should not be filled unless they are allowing wind or water into the interior.
