There isa bunch of the Behr Rawehide on log homes. It does not come off easily for as fast as I have seen it fail. Corn cob blasting is going to be your best option. There is probably no inexpensive way to remove it.

I would contact a local contractor that is familiar with foundation work.

Another local contractor that has log home experience may be able to help you. Every area has different codes for these situations. I am not aware of any sort of cap for this application.
Call Mike at 866-670-3020 for the Corn Cob Blasting. As for the fireplace, you should be able to cut out the opening without aproblem. You will need to box in the opening before installing the firebox to help secure the logs.
Yes, You should be able to restore the interior logs after removing the drywall. Sanding would be the best way. And yes, the paint should be removed from the exterior and have a stain applied.
