Yes. I would recommend using crushed glass instead of sand. It is a lot safe to breathe the dust.

I do not recommend it. If you want to use oil stain and want shine then use Sikkens Log & Siding.

Osborne brush the loose flaky stain and apply a couple of coats of new. no priming.

It might help a little, plus it will get darker. More than likely it will need to be blasted to remove and start over.
