Unless you are going to strip the railing and start over you should stick with the same stain. Osborne brush first then apply.
There is no one coat stain that will work well. Perma Chink’s Ultra 7 is a one coat stain, but needs a clear coat over it and you should strip first. The longest lasting stain would be a solid colr stain. I recommend Sherwin Williams Woodscapes. Still needs two coats.
You will probably have to strip those dark logs and then try to match the rest of the house. Matching can be a problem after so many coats.
Sounds like maybe a cleaner was used first and not completely removed or neutralized first.
Not for sure, but could have been caused from staining too soon after power washing or the cleaner that was used, if any.
You should visit a couple of local paint stores and see if the have anything comparable. The only other option would be to start over by corn cob blasting to get a fresh surface. If you do, be sure to apply a coat of borate before staining.
