Given the age I would say it is probably paint. Take a flake of it to your local Sherwin Williams store and they should be able to tell you. You should test for lead also given the age.

you should give it a bath with Log Wash regardless of when you do it before you stain to help remove dust, dirt and pollen

Wouldn’t recommend it. They are pretty soft and rot easily.
