If there is any finish at all it’s too late to apply a borate. It can only be applied to bare wood to be effective. You are just wasting your money if it is not applied to bare wood.

I would put Perma Chink’s Interior Acrylic Gloss or Satin clear finish on it. You might want to put some extra UV blocker in it also to slow down the wood from turning dark. Hint:The gloss will hold up longer.
