The rawhide MUST go away. blast it and restain.
You will just seal in the rot and prolong the problem. Get it fixed right before there is real trouble with the strucure.

I would apply a good heavy coat of borate before stoning.
do not know where to see pics, but I would recommend Sherwin Williams Woodscapes solid stain for this.
