For furniture, Ive always cut the logs in the non-dormant stage, which is spring, summer or fall. With Cedar at this stage you can use a chisel and just pull the bark off. In the spring its called bark slipping, this is when the sap is at its most advanced stage and the bark will come off the easiest.
Good luck.
