Is it personal preference whether you chinhk the inside or the outside of a log home.

It is best to chink the exteior versus the interior. The chinking on the exterior will stop wind, water and bugs before it can get into the house. If you where to chink the interior only, you may end up with water getting in behind the chink and leaking into the house or soaking into the backer foam, which could start the wood and logs to rot.
