A moisture meter is the way to test the moisture content in wood. Granger has them for about $50-$75. If you must have an oil based stain use either Weather Seal or Sikkens. I recommend latex stain like Lifeline from Pema Chink. Most every product for log homes is latex. You will get a better chemical bond between caulk/chink and stain.
