Last painter did not kill mold (just washed with water) and sprayed weatherseal over. Now the mold is growing under the stain. How do I correct at this point?

The best method would be to get it corn cob blasted to remove all off the old finish and start over. The black mold was most likely started from staining to soon after power washing. If you must power wash you should wait at least one month if not 2 months before you stain.
