Previously poorly painted interior chinking, what to repaint with?

Early 40s renovated cabin with original round log walls (now all interior walls) with 2ish inch chinking. I’m not sure what the chinking is made of, but it’s brown in color and hard, but not concrete. Someone attempted to paint it (very poorly) at one time and it’s impossible to clean because the paint wipes off no matter what I use, even just plain water.

What can I paint it with that will adhere better so I can give these walls an occasional cleaning and not have to repaint each time?
