It is called resin bleed and it can go on for years, sometimes 30+. It is caused from staining the wood the first time before it was completely dry.

Apply fir stripping and attach logs to it. Vapor barrier would be a good idea also.

First, you should never put paint on logs. If the original finish was that bad it should have been media blasted and then Osborne brushed before applying a latex stain. If want the painted look use Sherwin Williams Woodscapes Solid stain. No primer is required.

The bark will be hard to save. You can try tacking it on or just remove all of it and seal the logs with a good latex stain.

People like to cover log homes with siding when the maintenance becomes too big. Good chance there are rot issues in the logs under the siding that needs to be addressed.
