There really no way unless it has a ship lap cut on it. You should be using Log Boss screws to attach it to the house. http://www.permachink.com/fasteners.htm They should be counter sunk and have a dabb of Energy Seal cover the hole.

Brush on some Armor Guard borate before installing.
Sherwin Williams is an excellent product. I have it on my house. I would say that he did not prepare the surface correctly before applying it.
Try local sawmills.
You can do it either way, but I would not build the deck out of regular pine. It will rot. You need to use treated pine or the new plastic lumber.
