Yes, it is very possible that there is mold in the ceiling. You need to have a mold expert come in and do thermal imaging.

You will have to build a ”sandwich roof” on top of the existing roof.

Corn cob blast the old stain off and then apply Permas Chink Life Line stain and clear coat.
