Just guessing, but it sounds like there is a caulking problem around a window somewhere.
Almost every product today is Latex based like Life Line. My opionon-Latex not oil based.
Wipe them down with1 cup TSP, 1 cup of bleach and a pail of warm water. Rinse.
More than likely it is paint. See it all the time. It should be removed as soon as possible. I’m not sure the life of creosote, but I’m sure it is a very long time. Nasty stuff.
It sounds like you should have more insulation installed in the roof.

I’m not sure what to tell you. Sounds like you need to get some heat in it.
Tri Sodium Phosphate. You can get it at any hardware or paint supply. Great for washing windows too!
We have used heat guns and putty knives, but as soon as the sun hits that wall again it will reappear more than likely. It is being causedfrom using green logs at time of construction.
