Sounds like an exterminator issue. Your windows may need to me re-sealed.

It is in pretty bad shape, but not beyond repair. Plan on $50 – $60 per foot to replace all rotted logs. Once you get the footage times it by 1.3 since you probably can’t see about a third of the rot until repair is started
