DO NOT use paint. Use a opaque (solid color) stain. Sherwin Williams Woodscapes is very good.

Hardy Plank is a good choice if you do not have a lot of snow. Moisture barrier yes. Low cost would be vinyl siding.

Not sure what you mean, but all new construction and anything that is stripped should be borate treated.

You could apply a good heavy coat of Shell Guard, but I would be after the mill to make new ones.

Call Timeless Wood Care at 800-564-2987 for the screws you will need. You should cover the screws with Energy Seal, not concrete.

You will have to build a ”sandwich” roof above the old one. Not much you can do for the wall other than caulk complete on the exterior (and interior if you really want to make it good.
