I would put a good bead of Stack-n-Seal from Perma Chink between the foundation and logs. Strapping it to the foundation should work but you may want to check with your local building codes.
You should look in the yellow pages for a saw mill in your area.

You should contact the manufacturer of your log home and ask them for help.
You should check with the local builders association for a contractor that knows foundations for the sloped floor. Any good window person should be able to fix that.

Any good window company should be able to handle it if they were installed properly the first time.
