Sounds like he did not remove all of the old finish. If it is still tacky you need to get it removed properly and then apply some good log home stain.

Yes, corn cob blasting will remove it. Hard to say how much it will cost not knowing your location, but a house of this size would probably be about $5000 to $6000.
