It is called resin bleed and there isn’t much you can do about it. It probably wasn’t completely dry when stained. Having the oil based stain doesn’t help either.

A light wash would be fine. Apply a mixture of Log Wash with low pressure, scrub with soft brush if needed and then rinse with a high pressure nozzle, but stay back about 10′ and just mist to rinse.

Not that I’m aware of. You really want the ”23” for maintenance. A coat of the Sikkens Log & Siding is just as good if not better. If the color is still good a coat of the Cetol Maintenance would be better.
