Sounds like it may be ”resin bleed”. If so it will not stop anytime soon.
Hard to say without seeing it, but it sounds like it might be.
You may have to sand. Try the TSP and see.

I would recommend Cedar.
A light wash would be fine. Apply a mixture of Log Wash with low pressure, scrub with soft brush if needed and then rinse with a high pressure nozzle, but stay back about 10′ and just mist to rinse.
Not that I’m aware of. You really want the ”23” for maintenance. A coat of the Sikkens Log & Siding is just as good if not better. If the color is still good a coat of the Cetol Maintenance would be better.
