Sounds like you have an insulation issue. It may be rolled back somewhere or improper installation allowing warm air into the attic/vent area.

The only good way is to strip it and start over. You can try to wash it, but eventually it will probably need to be stripped. Most of the time I see this from stains that have linseed oil in them.

No way to wash that I can think of without wrecking the finish on the logs. If there is no finish on the logs try sanding.
