Was the Tim-Bor applied after the stain. If so, this is wrong since it is supposed to be applied to bare wood, allowed to dry and then stain over it. You could try steam cleaning, but be sure to let dry a good long time before staining.

You should sand them clean and then apply a light stain and clear coat. I would also recommend putting some extra UV blocker in the stain to help stop wall hangings making marks on the wall over time. Life Line interior is a good choice.
Is it cooler in the house than outside? It could condensation. The roof may not be insulated or vented well enough. Not really sure what else could cause this. You may want to have a roofer look at it.

It is mold fed by the linseed oil. Power wash it and apply a good coat of Shell-Guard borate before it dries. The borate will penetrate better in wet wood. Call 800-564-2987 to buy borate.

You do not want to paint it. It sounds like it will need to be corn cob or glass blasted and start over again. Maybe sanded. If they want the paint look use a solid color stain.
