They get painted a lot, but it should be removed. Are you sure that it is not a solid stain? It can look like paint.
I would contact one of the dry basement companies and ask them. I’m not sure. You could use some large stones maybe to hold it in place.

You can try some Wood ReNew from Perma Chink, but you will probably have to sand it out.

No stripping. Give it a light bath with some Log Wash and then apply one coat of Cascade. Call Timeless Wood Care at 800-564-2987 for help and the materials you will need.
I would have a structural engineer look at it. Most lumber yards and steel suppliers have one on staff.
First do not use paint, use a solid stain. Make sure the boards are good and dry before staining.
