If it is truly blue stain – no. Blue stain can run all the way to the middle of the log.

It will hold up and will not turn black if maintained properly.

Sounds like you are going to have to use stripper to remove it and start over.

If it has been leaking for 13 years you may never get the water stains out. They may be to deep to even sand out. Sanding is going to be the best way other than putting a solid stain on to cover the water stains.
