The white is probably mold. Try putting 1 cup of bleach into 2-3 gallons of water and wipe these areas. If the white reappears you should have a mold expert look at it. Not sure what these ”green bugs” are.

DO NOT use silicone!!! Use Energy Seal from Perma Chink. Silicone will not stick to wood for very long.
I’m not following you on this idea. It just needs to be jacked up and place cribing under it to make it level, thne set down on the cribing. Or you can build a level foundation under it while it is jacked up.

If they are not very old you may be able to wash them off with warm water and TSP. If they have been there for a while, you may have to sand.
The best way would be t o caulk the entire exterior completly. Call Mike at 866-670-3020 for help.
You are correct. Leave them alone. You can squeeze some Shell Guard in them to help stop any moisture from starting rot.
If you mean dust the interior, we sometimes use Liquid Gold, but it depends on what there is for a finish. Warm water mixed with TSP, get rag damp and wipe logs works well also. Easy with the TSP. A little goes a long way.
