The best way is to give them a light sanding. You can try washing them with a mixture of 1 cup bleach and 1 cup TSP in 4-5 gallons warm water to see if you get the results that you are looking for first.

You definitely want to seal all of the breaks in the chink.I’m not sure what was used for chinking, but you should try to use a similar product, whether it was latex chink or mortar. You will need some sort of trowel to smooth out and seal the chinking.
