They can if the log was hollow when it was harvested. Typically, Cedar does not have a big rot problem.

You shouldn’t have to remove it, but it would be a good idea to have a latex chink, such as Perma Chink, applied over the concrete. The concrete does not keep a good seal and allows water to get in behind it and can cause log rot.

Water stains are next to impossible to remove . Sanding is the best route for the interior, if they are not very deep into the wood fiber.
