You really can’t unless you have a way to control the climate they are in to slow down the drying process. Sound like they may have been too green when you used them.
Nothing will hold up for long on handrails, but Sherwin Williams Deckscapes or Sikkens Log & Siding would be good.
No. The Tim-Bor should only be applied per the label. You should consider a different stain that is a latex stain made for log homes like Life Line or Capture/Cascade. If you must have an oil stain I would recommend Sikkens Log & Siding.
I have no history with this stain so I can’t say for sure. Sorry. It is an acrylic and made by Weatherall so it should be decent.
Sanding down smooth is the answer to all of your questions.

If it is being soda blasted it needs to be tested for PH to make sure it is good so that the new stain will adhere properly. I recommend Life Line from Perma Chink. Call Dave at 800-564-2987 for more help.
