Sounds like some sort of mold. You should wipe it all down with a mixture of 1 cup bleach to 3 or 4 gallons of warm water.

You can try to sand them out, but if they are very old or from a leak that is still there, you may not be able to sand deep enough to get them out completly.

If it is just smoke damage and not chared you can sand or grind them back to good clean wood. You will want to wash them with OXcon from Perma Chink after sanding. Call Timeless Wood Care at 800-564-2987 for these products and more help. www.timelesswoodcare.com
