When you say seal I’m taking it you mean staining. If it is that old and has never been stained I would say leave it other than applying a good coat of Shell Guard borate treatment per the label. You can call 800-564-2987 to purchase.

I’m not sure what Chevron oil is doing on your home, but I would not recommend putting anything over it until it is stripped off if you can.

Experiment putting another coat of something darker (Teak?) in the Sikkens. You will have the same maintenance with the Sikkens as the S.W. semi-transparent, about every 3 or 4 years. Do not neglect this part or it can get very costly to get back in shape.

No, it sounds like you have a leak or condensation problem. I would start with caulking the corner on the outside and see if it helps.
