Yes, but it will darken quicker and cleaning can be an issue when it comes time to dust. Over time they will get dirty from all of the dust working into the wood fiber.

Try Minwax. You should test the color on an inconspicuous place or different piece of wood first.

You could probably get away with just a very light sanding to remove any rough spots then apply a latex product over it. I would not recommend it for exterior, interior should be okay. Latex over oil, but never oil over latex.

You could media blast the old ones, but they would still look a little darker and the surface texture would be different. The new will probably start matching the old in a couple of years. If left unstained you should apply a good borate solution every 6 or 7 years.
