Sounds like Behr Rawhide. Nasty stuff to remove. Corn cob or glass blasting is going to be the easiest way to strip. Not sure who is in that area to help.

Soak some Shell Guard into the rotted area and then apply Minwax wood hardener.
DO NOT use silicone. Use Energy Seal from Perma Chink. I would also recommend caulking the entire exterior.

That’s because the lighter stains will not hold up to UV and weather
It might. Try washing the logs down, maybe sanding them a little and then applying a couple of coats of interior clear coat. Perma Chink Acrylic Gloss or Satin is a good choice.
