You will probably have to remove it and have it sand or corn cob blasted. Might be less expensive to replace.

It sounds like they may be hiding water marks from previous leaking. You may get them to remove some of it for an inspector.

Log ReNew may work. You can get a sample jar from Perma Chink. The water mark may not come out if it is old. Try sanding. Call 800-564-2987 for the sample bottle.
