You can leave about a half inch gap since the floor molding will cover it.

You will probably have to remove it and have it sand or corn cob blasted. Might be less expensive to replace.
Probably not. It more than likely wasn’t completely dried when installed.
It sounds like they may be hiding water marks from previous leaking. You may get them to remove some of it for an inspector.
It sounds like mold and I wouldn’t disturb it until you have a mold remediation company look at it.

Log ReNew may work. You can get a sample jar from Perma Chink. The water mark may not come out if it is old. Try sanding. Call 800-564-2987 for the sample bottle.
