You might want to have a structural engineer look at it.

Borate is what is sprayed on the logs to keep the bugs ”out of the logs”. It stops boring insects except for carpenter bees. The problem is that it can only be applied to bare wood to work.

I would just leave it alone. You do not want to disturb or make dust with the creosote.
