If there is no stain or finish on the wood you can brush a borate treatment on them to stop these bugs. Sounds like Powder Post Beetle, but could be any one of many other pests.

Normally, yes. You need to be careful not to remove too much of the old chinking if it is concrete in an older building. You can get settling if too much is removed.
Call a local exterminator.
The best thing would be to strip the entire outside and treat with a borate. Inside should be OK.
