Depends. Remember that chink should only be used in a gap of 3/4” or larger. Caulk should be used in smaller gap. If the existing caulk is real rough or loose it may need to be removed or ground back some, but not always.

Cement used to be used (mortar actually), but I would recommend using Grip Strip Backer and then Perma Chink. The mortar doesn’t work very well and can cause rot.
