Do not use White Pine! You are correct; the Red Cedar will turn dark from UV over time. Red & White Cedar are both good woods. There can be issues of tannins with cedar and the adhesion of stain sometimes.

You want to keep the wood as dry possible, so I wouls recommend the corn cob blasting process.
You should check the building codes in your area. I personally would use Tivex (not sure of the proper spelling). Home Depot or Lowes will have it.
You need a local builder to help you to make sure this is going to pass code.

I do not recommend paint. Try using a good latex clear or light stain.
