I would recommend media blasting them with corn cob or crushed glass then Osborne brushing them before stain and clear coat.

Only by sanding, and it may still not be the original ”white” you are looking to achieve. All wood turns dark with time and sunlight.

You can Osborne brush after blasting to help keep it lighter. When just blasted it takes in more stain which causes it to get darker.

The water stain is probably too deep in the wood fiber to remove completely. You will probably have to replace the sill with new lumber and start over. Call Dave at 800-564-2987 for the correct product to use.
