Probably not, but try experimenting to know for sure. The power washing wash not allowed to dry properly before stain application and is causing black mold to grow under the stain it sounds like.
You are probably going to have to corn cob or glass blast it clean and start over. You should use a good quality stain made for log homes. I like Life Line from Perma chink.

Could be. Are the boards sealed with anything? If not, try applying a clear sealer like Perma Chink Interior Acrylic Satin or Gloss.
