Normally, old water stains like that cannot be removed because they are so deep into the wood fiber. Try experimenting sanding somewhere inconspicuous. I do not know of any chemical that will help.

The wood particles are probably from carpenter ants. They like wet wood. I would recommend getting a roofer to look at it.
