Sounds like you have a leak that is corroding nails or metal straps and running down the wall. I would say you should identify the problem before sanding or they will probably just appear gain.

It’s not the best case scenario, but logs do split when dried too fast or lack of humidity in the house. Have a structural engineer look at it if of great concern.

The more of the black you remove the better. It is black mold and may continue to grow under the stain if not removed.
