The water marks will have to be sanded out of the wood if possible. Unfortunately you may have to sand the entire wall to avoid non-matching.

Not sure. Is there a wood stove chimney near this area? That could be the cause and if so sounds like it needs a good cleaning. If not it could be resin bleed caused from a heat source.
