You can try sanding them, but more than likely it would be easier to replace the boards and start over.

Even though cedar is rot resistant it would hurt to apply borate before staining. Spraying on prior to staining would be acceptable and probably less costly, just be sure to allow to dry and do not over apply as it can cause peeling. Also do not get it on the… Read More »Archive-6348
If you are referring to borate there is no way that I know of.
Log wash yes, bleach NO! You could apply a borate solution like Shell Guard and then let it go the winter. In the spring give it a light wash with Log Wash, allow to dry and then stain.
DO NOT use paint. If you want the painted look, but the qualities of stain use a solid latex stain. I prefer Sherwin Williams Woodscapes Solid.
